The Position:

The Girls Empowerment Programme Analyst will be the main interlocutor for the Adolescent Girls programme. Through the analyses and assessment of relevant political, social and economic trends, the incumbent will adapt the programme to the local realities and guide and facilitate the implementation of UNFPA’s programmes particularly for adolescent girls. 

Under the overall supervision of the Assistant Representative, S/He will have a dual reporting line to both the Gender & Social Norms Specialist and Adolescent Girls & Youth Specialist.

Job Purpose:

The Girls Empowerment Programme Analyst supports the delivery of UNFPA’s integrated programme and technical services on adolescents sexual and reproductive health. 

The Girls Empowerment Programme Analyst will analyze and assess relevant political, social and economic trends and provides inputs, project formulation, monitoring and evaluation, joint programming initiatives and national development frameworks. S/he ensures and guides the appropriate application of UNFPA systems, policies, rules and procedures. 

Primary focus is placed on interventions and support to the adolescent girls’ assets programme  and the creation of a conducive investment sphere for adolescent girls. 

The Girls Empowerment Programme Analyst will also facilitate the work of consultants, advisors, experts – both individuals and within relevant institutions. 

The Girls Empowerment Analyst will establish and maintain collaborative relationships with counterparts in government, nongovernment, civil society, development partners, including multilateral and bilateral donor agencies working and/or having a stake in the area of girls’ empowerment.
 

You would be responsible for: 

The identification and formulation of the country programme and component projects by compiling and analyzing information in the subject areas of UNFPA assistance to the Government, drafts project documents and work plans and prepares tables and statistical data.

Evaluates project and programme activities, establishing and implementing monitoring mechanisms to assess the achievement of results.

Understand and respond to the needs of community as well as the implementing partners in developing and updating policies, frameworks and operational guidance by undertaking desk reviews and in-country missions, as required; 

Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.

Identifies problems, proposes solutions, actions, and follow-up with relevant components at HQ’s and RO, IP’s, government entities, constituents and other organizations to expedite implementation and meet targets.

Supports project implementation for timely and efficient delivery of project outputs. Monitor project disbursements, expenditures and progress in terms of achieving results, to ensure delivery in line with approved project budgets, targeted delivery levels and in full adherence with UNFPA policies, rules and procedures;

Supports advocacy and resource mobilization strategy of the CO by compiling and synthesizing relevant background material for use in discussions and public events.

Establishes, nurture and manage strong relationships and strategic partnerships with key national and international stakeholders, including network of donor and public information contacts and provides assistance in organizing and conducting donor meetings and public information events.

Analyzes and interprets the political, social and economic environment relevant to population and development as well as girls’ empowerment and identifies opportunities for UNFPA assistance and intervention. 

Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.

Assists in the development of relevant national policies, frameworks, guidance, standards, girls’ empowerment and development. Participate in advocacy efforts to promote interventions in the above these areas with government, non-government and community stakeholders and gatekeepers;

Provides technical and programmatic support to implementing partners on girls empowerment led and serving civil society organizations, to develop and strengthen their capacity and self-reliance.

Supports national implementing partners to develop effective linkages, integration and mainstreaming with particular focus at integrated information, education and services where it relates to girls empowerment.

Supports to build multi/inter-sectoral linkages to increase demand for and delivery of girls empowerment services in different settings, via a coordinated approach, and in different settings;

Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and good practices, strategies and approaches of the CO, and drafts country case-studies of pilot/good practices on girls empowerment programmes and activities to share with colleagues and partners. Draft project summaries, articles, publications, speeches and presentations on UNFPA’s role in girls empowerment via journals, scientific meetings, public information events and in other fora.

Supporting the advocacy and resource mobilization strategy of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.

Work relations: 

The Girls Empowerment Programme Analyst maintains collaborative relationships with all programme and project staff in the CO. Internal contacts include the Assistant Representative, National Programme Specialists, the Communications Specialist, the M&E team, the Operations Manager, and the rest of the CO’s programme/technical team.

The incumbent will also keep a close working relationship with the Technical Adviser for Girls Empowerment in the regional office and with the network of peers from other country offices in the region and elsewhere.

External contacts include other UN agencies in country, counterparts in country programme activities and adolescents and youth.

Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience: 

Education:  

Advanced University Degree or equivalent in public health, medicine, sociology, social work,

demography, gender, economics, international relations, international development, public

administration, management or other related field.
 

Knowledge and Experience: 

A minimum of two (2) years professional experience in the field of girls empowerment activities, with experience in programme/ project management

Practical experience in design, monitoring and evaluation of development projects

Proven experience in coordinating/managing a multi-disciplinary team of staff, experts and consultants;

Field experience is an asset;

Prior experience in the UN system will be a strong asset;

Experience using office software packages and web-based management systems.

Languages:
 

Fluency in English and Arabic is required; knowledge of other official UN languages, preferably French, is an asset.
