The Position:
The Adolescents Girls & Youth Specialist will provide programmatic and technical leadership to the implementation of UNFPA’s Global Strategy on Adolescents Girls and Youth; the harmful practices portfolio and alignment with the UNFPA gender strategy for accelerating progress towards UNFPA’s transformative results. The incumbent provides strategic leadership to the adolescent girls programme; the youth programme and the harmful practices programme in Egypt
The Adolescents Girls & Youth Specialist will report directly to the Assistant Representative.

Job Purpose:
In the UNFPA country office in Egypt and in the context of the implementation of the 11th Country Programme for Egypt, the Adolescents Girls & Youth Specialist will play a pivotal role by providing programmatic and technical leadership, guidance and advice in all matters related to Adolescents Girls and Youth. You will be an agent of change in comprehensive multi-sector gender programming and have strategic oversight of adolescent girls and youth activities in the Egypt CO, with responsibility for leading the team in the CO and collaborating with all units in the organization.
You will be the technical leader for integrating and implementing Girls Assets Framework programme within Egypt CO.
You will be responsible for providing guidance to design and implement girl-centered programmes focused on the improvement of coverage, how to reach the most marginalized adolescent girls and the expected impact.
You will build close relationships with the programme team as well as consultants, advisers, and experts and establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging gender issues. You will effectively influence counterparts from diverse backgrounds to contribute to achieving UNFPA’s mandate.
You would be responsible for:
A. Advocacy and policy support
Responsible for preparing technical briefs and reports on the Adolescents Girls and Youth policy, planning, delivery, monitoring, research and evaluation issues;
Participate in preparation of regional events, including support to advocacy and communication initiatives to promote human rights and development priorities of adolescent girls and young people;
Strengthen meaningful youth participation and youth-led accountability, particularly of marginalized adolescent girls and young people.
B. Regional partnerships within and outside the United Nations development system
Liaise with other UNFPA offices, UN agencies, CSOs and academic institutions to strengthen inter-agency collaboration to improve implementation of the UN System-Wide Action Plan on Adolescent girls as well as on Youth
Develop, nurture and manage strong relationships and strategic partnerships with key national, regional and global Adolescents Girls and Youth stakeholders, including the Government Officials, UN Agencies, Development Partners and Representatives of Civil Society, and academia;
Support adolescent girls and Youth led organizations, networks and platforms at national and regional level.
C. Technical advisory and programmatic support
Support effective and efficient use of resources allocated for interventions pertaining to youth and adolescent girls as well as young people; including support to assess and anticipate resource needs, and analyze expenditures, implementation rates and funding shortfalls;
Understand and respond to the needs of community as well as the implementing partners in developing and updating policies, frameworks and operational guidance by undertaking desk reviews and in-country missions, as required;
Draft proposals and project reporting documents, strengthen resource mobilization, and, contribute to the Adolescents Girls and Youth programme monitoring, research and evaluation.
D. Capacity building support
Support capacity building of the implementing partners and other agencies to ensure policy and programmatic coherence;
Identify, develop and adapt training materials and manuals in the substantive area and ensure their availability for capacity development;
Synthesize, analyze and share knowledge, innovation and best practices on ASRHR, including child marriage and menstrual health. In particular, best practices to improve advocacy, policy, financing, and delivery and measurement aspects of ASRHR.
Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience:
Education:
Advanced University Degree or equivalent in public health, medicine, sociology, social work, demography, gender, economics, international relations, international development, public administration, management or other related field.
Knowledge and Experience:
At least 5 years of increasingly responsible relevant professional experience, including experience in the field of development and population activities, programme management, including large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners;
Experience in drafting and implementing legislation, in particular, related to adolescent girls and youth issues;
Proven experience in coordinating/managing a multi-disciplinary team of staff, experts and consultants;
Knowledge of youth and adolescent girls issues in humanitarian context, including relevant international standards;
Field experience is an asset;
Prior experience in the UN system will be a strong asset;
Languages:
Fluency in English and Arabic are essential;
Knowledge of other official UN languages is desired.
