The Position:
The FGM & GBV Program Analyst is responsible for the delivery of UNFPA’s programmes in the areas of Sexual and Reproductive Health, Adolescents and Youth, Gender Equality and Women Empowerment, and GBV against women and girls including all harmful practices (HP) in Egypt. You will ensure that the Country Programme is duly executed with quality outcomes with regards to Female Genital Cutting/Mutilation, HP and GBV, in accordance with international standards and human rights principles and in line with corporate strategies and policies.
You will report directly to the Gender & Social Norms Specialist under the overall guidance of the Assistant Representative

Job Purpose:
In the UNFPA country office in Egypt and in the context of the implementation of the Country Programme for Egypt, you will play a pivotal role by providing technical, operational and coordination support to UNFPA’s FGM, HP & GBV programmes, including mainstreaming adolescents & youth. You will be an agent of change in comprehensive multi-sector programming and have strategic oversight of FGM, HP & GBV activities in the Egypt CO, with responsibility for leading the team in the CO in this area and collaborating with all units in the organization.
You will build close relationships with the programme team at national, regional and global level as well as consultants, advisers, and experts and establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging A&Y issues. You will effectively influence counterparts from diverse backgrounds to contribute to achieving UNFPA’s mandate.
You would be responsible for:
Technical Support and Programming
- Analyze and interpret the political, social and economic environment relevant to population and development, sexual and reproductive health (SRH), FGM, HP and GBV as well as gender, and identify opportunities for UNFPA assistance and intervention;
- Keep abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepare briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks;
- Contribute in the development/strengthening of comprehensive FGM,HP & GBV interventions in development coordination mechanisms in place at all levels including ensuring compliance with minimum standards in case management meetings;
- In collaboration with Government counterparts, NGOs and other partners, contributing to the design and implementation of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures;
- Disseminate, use and systematically apply standard guidelines and protocols and related instruments during assessment, planning and implementation of FGM, HP & GBV programming;
- Consolidate existing assessments on the FGM, HP & GBV situation and/or engage the communities in conducting relevant participatory analyses, rapid needs assessments, etc. of FGM, HP & GBV;
- Use this information to develop/update FGM, HP & GBV action plans and help to bring innovations to programming in collaboration with various sectors/clusters and the network of partners within the areas of FGM, HP & GBV and gender;
- Support development of proposals and engage in resource mobilization efforts to support joint programming and strengthen coherence in programme delivery;
- Coordinate and facilitate relevant training sessions for intra-sectoral and multi-sectoral prevention and response actors for a stronger integrated rights-based approach;
- Provide technical support to the development of relevant advocacy and policy documents to address FGM, HP & GBV and broader gender issues at all levels, particularly at decentralized level;
- Prepare periodic progress and annual reports (including financial reports and reports on distribution and use of assets, equipment and supplies) using UNFPA’s Result Based Management approach, substantive analysis of related issues and way forward;
- Provide technical support as needed to implementing partners to undertake multi-sector interventions and contribute to strengthening local capacity to strengthen national mechanisms for human rights violations as these relate to women and girls and gender based violence.
Partnerships and Coordination
- Participate in mapping of stakeholders and health service facilities relevant for FGM, HP & GBV interventions;
- Liaise with FGM, HP & GBV staff and gender advisers in other agencies and organizations (including governments, national and international NGOs and women’s groups) for coherent FGM, HP & GBV programme interventions to facilitate timely and efficient delivery of project inputs;
- In coordination with Gender and Social Norms Programme Specialist, support inter-agency FGM, HP & GBV working groups (coordination groups) including case management groups and civil society networks;
- Support and implement agreed-upon FGM, HP & GBV standard operating procedures, related policies and practices;
- Coordinate with FGM, HP & GBV and protection actors to conduct assessments, analyze results, and plan response;
- Provide FGM, HP & GBV and gender expertise to multi-sectoral assessments to ensure safe and ethical data collection, sharing, and risk reduction.
Monitoring and Evaluation
- Support Gender and Social Norms Programme Specialist in monitoring UNFPA’s FGM, HP & GBV prevention and response programme, ensuring appropriate monitoring and oversight mechanisms and systems are established and implemented;
- In collaboration with the FGM, HP & GBV working groups, introduce and train partners on the use of international tools to support FGM,HP & GBV data collection and analysis;
- In consultation with the Gender and Social Norms Programme Specialist ,support the training of partner organizations and others in following FGM, HP & GBV guiding principles, as well as sector-specific tools for assessment, reporting, case management, and monitoring;
- Collect, compile, and analyze available FGM, HP & GBV data to identify trends, patterns, and service gaps and prepare reports as specified under standard protocols.
- Develop monthly reports that capture relevant information and that support the analysis and evaluation of programme progress and outcomes;
- Collect and compile programme activity information, evaluating progress toward achievement of programme outcomes;
- Regularly and closely follow up with partners in the field and liaise with counterparts in all aspects of planning, programming, implementation and review.
Programme Management
- Maintain awareness of budget and expenditures in order to manage programme within budget as well as provide support in other programme intervention areas linked with FGM, HP & GBV interventions;
- Ensure organizational equipment and assets are maintained and used in accordance with UNFPA policies and business practice;
- Write monthly work plans, reports, and other documents as needed or requested.
- Assist in writing program proposals;
- Build and maintain strong networks and buy-in for accelerated FGM, HP & GBV response from government, non-government and development and humanitarian as well as in other programme intervention areas as required.
- Assist in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning supporting training needs of project personnel; Arrange for comprehensive and progressive FGM,HP & GBV -awareness training workshops with all staff;
Perform other duties as may be requested by the UNFPA Representative, Assistant Representative, and Gender and Social Norms Specialist.
Qualifications and Experience:
Education:
Advanced university degree (Masters) in public/community health, population, demography and/or other related social science discipline as it relates to gender, FGM & GBV, and development or other related field.
Knowledge and Experience:
At least 2 years of increasingly responsible relevant professional experience, in addressing/integrating gender, and/or reproductive health issues in development programmes and population activities with experience in programme/project management
- Practical experience in design, monitoring and evaluation of development projects
- Knowledge of gender issues in development, particularly FGM & GBV, including relevant international human rights standards; and operational and advocacy experience implementing international conventions and resolutions on women
- Knowledge of sexual & reproductive health, and protection issues
- Experience in utilizing the following internationals tools: FGM & GBV Standard Operating Procedures; FGM & GBV Information Management System; FGM & GBV Coordination Handbook; and WHO Ethical and Safety Recommendations for Researching FGM & GBV
- Excellent computer literacy (windows environment, MS office applications including Word, Excel and Power-point and Internet skills)
- Experience and capacity in development and delivery of FGM & GBV training components to government, NGO, and community level participants
Languages:
