The United Nations Population Fund, Egypt Country Office is looking for an Advocacy and Communication Specialist – (International Post)
 

The Position:

The Advocacy & Communication Specialist leads effectively the management of UNFPA communication, behavior change communication and advocacy activities in the areas of population, reproductive health and gender. S/He is guided by evidence and research-based process of using communication to promote behavior that lead to improvements in health outcomes. S/He designs, updates, manages, coordinates implements and monitors communication and outreach initiatives in support of the 11th Country Programme delivery, and ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary. The Advocacy & Communications Specialist must effectively influence counterparts and stakeholders from diverse backgrounds to jointly contribute to achieving population and development results. 

S/He will report directly to the CO Representative

Job Purpose:

Within the context of the implementation of the 11th Country Programme, the incumbent will play a vital role in the design, planning and management of UNFPA’s Country Advocacy and Communication strategies by analyzing relevant population and development trends, and statistical data, and by providing inputs to monitoring and evaluation of country program, joint programming initiatives and national development frameworks. The Advocacy & Communication Specialist will support the Head of Office and programme staff in projects implementation by developing appropriate mechanisms and ensuring compliance with established procedures, as well as by monitoring results achieved during implementation. S/He will monitor the political landscape and design an appropriate advocacy agenda in the advancement of the ICPD Programme of Action. 

S/He will ensure that the UNSDCF through the UN Communications group will contribute to UNFPA s advocacy strategy

S/He will ensure accurate and reliable data and information are available and reported in a timely manner to the media and on the web, with required accountability to the population and according to professional ethical standards, in line with UNFPA guidelines and procedures

You would be responsible for:

  1. Development of Communications Strategy 
  • S/He will design an advocacy strategy for the advancement of the ICPD Programme of Action
  • S/He will be responsible for the development of communications, including digital, content and strategies; by compiling and analyzing information in the subject areas of UNFPA cooperation framework with the Government. 
  • Oversees creation and delivery  of engaging content for digital platforms that target a variety of key audiences, including the general public;
  • Develop line of communications for media relations and web design to position UNFPA in the communications landscape in Egypt;
  • Oversees the development of all types of communications to reach media, public and communities
  • Organizes and facilitates learning sessions to improve and develop communications skills and capacity of CO staff

2. Media & Advocacy engagement

  • Lead the UNFPA CO s communication group and create strong linkages with the Regional Office and HQ
  • Represent UNFPA in the UN Communications Group
  • Prepare talking points and background briefs for events and mission and develop/utilize visibility materials to ensure exposure and recognition of UNFPA contribution to country development plans
  • Develop a media network to arrange coverage of emerging UNFPA missions and events
  • Organize field visit for partners and Media in relation to high-level visits and events.
  • Oversees the development and the printing of communication and advocacy materiel.
  • Identifies and develops story lines for publications and use in diversity of media channels
  • Oversees daily global, regional, national and institutional media scanning, prepares regular briefs for staff in CO and Regional office, and provides effective responses to inquiries for public information
  • Coordinates and manages all CO publication activities, packaging information relevant to target audience
  • Supervises the maintenance of the CO website, ensuring appropriate knowledge sharing, reliability of information and quality of design
  • Develops and maintains media contacts and networks, providing newsworthy information to national and international channels, and ensuring coherence in public information activities and messages
  • Liaise with UN agencies, partner agencies and national stakeholders to produce newsworthy stories on joint issues such as FGM, Gender and social norms, GBV against women and girls, Demographic Dividend, etc.;
  • Ensure wide media coverage of UNFPA flagship report SWOP, and other milestone activities and organize launching events;
  • Monitors programme targets with the programme team, to propose evidence and research-based processes of using communication that promotes behaviours leading to improvements in health outcomes. Promotes appropriate communication practices that are grounded in sound understanding of socio-ecological contexts, including the individual behaviours, the collective group actions, the social and cultural structures, and the enabling environment.
  • Assists advocacy and resource mobilization efforts of the Country Office by preparing round tables, focus group discussions, relevant documentation, conference papers, speeches, donor profiles and participating in donor meetings and public information event

Qualifications and Experience: 

 

Education:  

Master university degree in mass communication, public relations, journalism or communication sciences or other related field. 

Knowledge and Experience: 

  • At least 5 years of increasingly responsible professional experience in mass and institutional communication
  • Proven ability to develop approaches and materials for diverse target audiences, including messaging on culturally sensitive issues
  • Demonstrated experience implementing visibility communications & advocacy strategies
  • Demonstrated experience working with stakeholders to build strategic partnerships
  • Excellent writing and editing skills with strong analytical and research abilities required 
  • Solid knowledge of web production, social media and multimedia tools
  • Excellent interpersonal communication and results-based programme implementation skills required
  • Well-developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders.
  • Demonstrates awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner. 

Languages: 

Full proficiency in English and Arabic is desirable
