While MDG 8 was designed to measure international commitment to a global partnership for development, recent attention has been focused on localizing MDG 8 in order to examine national integration in this global partnership and national commitment to the targets.
These efforts recognize the fact that developing a global partnership for development is not a direct one-way responsibility either of the developed or the less developed countries alone. A localized analysis of MDG 8 requires a comprehensive examination of national economic, trade, and social policies that promote regional cooperation and integration in the global system and enhance the enabling environment for achieving the MDGs.
